You can claim it only if you bought the ticket legally — that means inside Nagaland, or in a state with a reciprocal sale agreement. Buying or holding Lottery Sambad tickets in a state that bans lotteries (most non-13 states) is a criminal offence under the Lotteries (Regulation) Act, 1998, even if your number matches.
